Who We Are
Rick Parker, Vice President
A licensed real estate broker in Knoxville, Tennessee, since 1971, Rick provides commercial real estate services including property management and value appraisal. As a senior member of the American Society of Appraisers (ASA) and a Certified Commercial Investment Member (CCIM) of the National Association of Realtors, Rick offers more than 40 years of experience in commercial real estate brokerage, valuation, management, and development. Rick is a graduate of the University of Tennessee with a bachelor's degree in finance and a doctorate in jurisprudence. He is also the president of Commercial Appraisal Services, Inc., and a trusted advisor to many area investors and financial institutions.
David Shiflett, President
David is a Certified Commercial Investment Member (CCIM) of the National Association of Realtors and a Tennessee Certified General Real Estate Appraiser. He is a fourth generation Knoxville native and has extensive knowledge and understanding of the growth and development of the metropolitan Knoxville area. David is a graduate of Bearden High School and the University of Tennessee. With more than 30 years of experience in the commercial real estate market, David offers valuable perspective and expertise in brokerage, development, market analysis, and management strategy. He serves as exclusive agent and consultant for a number of clients including health care organizations, financial institutions, and private investors. David is an owner and partner in several real estate development companies dealing with investment grade properties. He is also an owner in a prominent commercial real estate appraisal company offering a variety of services that include real estate appraisals, highest and best use analysis, and feasibility assessments.
Helen Shiflett Dowty
Helen has been assisting Rick and David in Property Management and Leasing since 2014 and earned her Certified Property Manager (CPM) designation from the Institute of Real Estate Management in 2018. Helen is a graduate of Webb School of Knoxville and the University of Tennessee, and an alumnus of The Pride of the Southland Marching Band.
Megan Wallace Tuck
Megan joined Parker Shiflett and Company in 2015, with a background in Multi Family Leasing and Property Management. Megan is a Nashville native and a graduate of Auburn University.
